GPG portable app wanted

So, I'm NOT a GPG expert -- in fact I'm just learning about it. Doesn't it seem that this would be a good utility to have as a portable app? Is this possible or does GPG have to be installed on a particular system and the private key remains with that system?
If this is not the case, it seems that a portable app for GPG would be cool as you could encrypt/decrypt files anywhere you have computer access.
Okay, those of you in "the know" contribute your ten cents and let's get to the bottom of this!
